This research article examines telehealth use in Minnesota following the 2021 Minnesota Telehealth Act, finding that younger patients, those with depression or high disease burden, and metropolitan residents were the most likely users, while limited broadband access reduced usage. The authors conclude that restricting audio-only telehealth could disproportionately harm high-need patients who rely on phone-based visits.
